This Charter is founded in the belief that the quality of life of the people of Dillon shall continue to be enhanced through progressive municipal government responsive to the needs and concerns of the citizens.

 It is intended that the Charter shall provide for the fullest possible participation in the affairs of the Town by every member of the community.

No member shall vote on any question on which the member has a conflict of interest.

Individual Council members shall not be authorized to give any direct orders to Town employees.


Many community members are concerned about the Triveni Square Metro Districts 1-4 that have added another layer of government to Dillon. We believe it is important to know the good, the bad and the ugly about Colorado Metro Districts so that the Dillon community and town government can make smart decisions about them. The $3 Billion in authorized but unissued debt for the Triveni Metro Districts 1-4 was voted on by the 7 authorized voters of the Triveni Square Metro District on May 2, 2023.

It is in the 2023 Annual Report on pages 188, 196, 204 and 212 (1 for each district).


Attorney Trish Harris from White Bear et al that represents the Triveni Square Metro Districts confirmed by letter and at a Town Council meeting that the seven Triveni Square Metro District voters had voted on and approved that $3,080,000,000 authorized but unissued debt amount on May 2, 2023. It is like setting a credit card limit. This total authorized but unissued debt amount will be used in the Official Statement, which is a bond prospectus, at the time any bonds are issued and it also keeps the Districts from the need to go to district voters to increase their total authorized but unissued debt up to this $3 billion amount.
